The first leaves to grow are called seed leaves.  They do not look like broccoli leaves.

The seed leaves of the plants in the cabbage family look very similar.

If the seedlings have been planted in trays  they will need to be pricked out into pots to grow on.

The next pair of leaves to grow are called true leaves. These leaves will grow into the broccoli plant.
